A 28-year-old man is facing felony charges after he crashed into a guard rail on a Stevenson Expressway exit ramp and killed his younger brother, prosecutors said.
Johnathan Rios was driving a Toyota Highlander with five occupants seated in the front passenger seat, back seat and hatchback area. His brother, Christian Barajas, 22, was in the hatchback area, which did not have a seat, prosecutors said.
